Subject: Problems with SSH and creating instances

I'm have a lot of problems with SSH and creating instances. It seems that a significant number of instances fail with a connection timeout error. Any instances that I do manage to create have no SSH service running. I have even had the odd instance created that will allow a connection but fail on my public key. It's easy to see from the alerts that ssh is down however it's never even up to start with!

This makes the instances completely useless to me since I'm deploying via capistrano and SSH.

Any help explaining this would be appreciated. Is there some way to force SSH to restart via the web interface? What is causing these instances to be so unreliable?
